You can observe three different periods when looking at the time:
a) Up until 20 minutes past the hour you take the hour previous as the point of reference (in this case 4 o'clock) |

b) Between 20 and 40 minutes past the hour you take half past as the reference point and the following hour (in this case 5 o'clock) |

c) From 40 minutes past the hour you take the following hour as the point of reference (in this case 5 o'clock) |
