You use the masculine singular form "cet" when the noun
which it accompanies starts with a vowel or the letter "h":

The plural form is the same whether masculine or feminine.
Whether you translate this adjective as "this" or "that"
will depend on the context. However, in French to indicate the proximity
or distance of an object they use the particles "-ci" (here)
or "-là" (there).
